Overview
The Costa Mujeres Development Plan consists of the following components:
1 - Distribution of 14 hotel-residential lots (HR), with an overall density of 6,900 rooms, located in a total area of 151.53 ha, of which 61.63% (93.39 ha) will be allocated to its use and 38.37% (58.13 ha) to conservation. A maximum building height of 17.5 m from the floor level with up to 4 levels.
2 - Construction of a 9 hole golf course with a total area of 23.06 ha which includes the creation of: a) 9 holes and driving range, b) an ornamental lake and an irrigation reservoir, c) a clubhouse d) golf cart trails, e) a landscape nursery and services area.
3 - Construction of 2 service areas and 2 beach clubs in an area of 4.87 ha. This section includes the required area for the construction and operation of the wastewater treatment plant.
4 - Construction of roads, roundabouts, maintenance areas, the completion of the existing main road, all service roads required to access the lots, clubhouse, golf course and service areas, to include a total area of 19.79 ha.

Nature
The land’s ecosystems (coastal scrub, lowland coastal, lowland coastal floodplain, mangrove and dunes), are associated with a significant diversity of flora and fauna. As a whole, the land has a record of at least 53 plant species and 64 vertebrate species.
In the marine area adjacent to the Costa Mujeres project, a community of reef lagoons has developed. There is no reef structure as such; however the area of seagrass that grows in front of the property has features that indicate a community that’s very old and very stable – which plays an important role as a stabilizer of sediments.
Overall, the health and quality of ecosystems in the grounds of the Costa Mujeres project is excellent with only 5.59% of the area having suffered human intervention – mainly the construction of roads and narrow gaps.
The project aims to take advantage of a total area of 381.9 ha, of which 133.66 ha or 35% will be developed while the remaining 248.23 ha or 65% will remain conserved.

Design Cornerstones
The design of the project considers five guiding axes:
• Environmental axis: Design, construct and operate a resort with an eye toward the conservative and sustainable use of ecosystems and resources of the land and the region.
• Regulatory axis: Design, construct and operate a resort that is fully compliant with all applicable legal and regulatory instruments.
• Architectural axis: Design an urban-touristic model of high quality standards, whose infrastructure and services combine luxury and comfort yet remain fully integrated into the landscape and the environment.
• Residential-Commercial axis: Design and operate an urban-touristic development whose objective is to provide a substantial economic return yet remain sensitive to tourism by placing a high value on environmental quality and respect for nature.
• Social axis: Contribution to the development of the region through the creation of localized social and economic benefits.
• Environmental axis: Design, construct and operate a resort with an eye toward the conservative and sustainable use of ecosystems and resources of the land and the region.
• Regulatory axis: Design, construct and operate a resort that is fully compliant with all applicable legal and regulatory instruments.
• Architectural axis: Design an urban-touristic model of high quality standards, whose infrastructure and services combine luxury and comfort yet remain fully integrated into the landscape and the environment.

Infrastructure
The vision for Costa Mujeres is to create a first-class touristic hotel development where guests come for a unique seaside resort experience, combining quality facilities and unique land and seascapes. Furthermore, the project should reflect and preserve the natural environment, utilize natural resources that maintain their integrity and generate significant economic returns for the investing group while providing income and employment for the region.
The developers of Costa Mujeres have been granted a permit to develop a total of 6,900 hotel rooms on 14 lots, 9 hole residential golf course, area of equipment for golf, equipment area for urbanization, roads, open space and park areas spread over a total area of 381.90 hectares located in Sector 4 of the Municipality of Isla Mujeres Quintana Roo.
As part of the approved project, the following systems/networks are considered: sanitary sewer system, storm sewer system, wastewater treatment plant, potable water system; electrical, phone and cable distribution networks, and street lighting.

Access Roads
The "Costa Mujeres" project has access by land through the Inter-municipal Highway, which can be considered a continuation of the Bonampak Avenue from the city of Cancun. It has further access by a Boulevard, which runs the entire length of the coastline starting from the Puerto Juarez-Punta Sam Inter-municipal Highway. It has direct access to the Caribbean Sea, by the Bay of Mujeres and by the Laguna Chacmuchuch.
